A/C won't cool the house, but according to them "it's working properly"

I called this company to check A/C in my parents' house. My parents set the thermostat to 20 degrees but the temperature won't go below 26-27 in warm days, and it's quite difficult and even dangerous for senior people. A so called technician came, briefly looked at the system, said that "everything is working properly", took $60 and left.
I called again, explained the situation, and the agent seemed to be very understanding. He agreed with me that this case cannot be called "working properly", and assured me that he will call me next day to schedule the second opinion.
Needless to say that I didn't get a call from them neither on the next day, nor on any other day.
