Electrician came and tested the outlet and found the correct voltage and showed me (very helpful), so suggested it was an appliance issue. Appliance person said it was an electrical issue. In the end another handyman came and tightened some wires around the outlet and it was fixed, so surprised this issue wasnt found by the electrician.

Hello, the reason for out visit was that the dryer receptacle was not getting the correct voltage. We checked your panel and the dryer plug and provided you the correct voltage. Dryer receptacle's line is a dedicated line and it should not be related with other wires around the outlet. Therefore, there is nothing to tighten up around the dedicated 30amp 240v receptacle. However we are glad your issue has been resolved.
