My wife and I bought a resale home in October of 2008. The previous owners of the house ran copper pipe outside in the back yard from the basement that froze and was leaking. According to Flavio this was totally against plumbing code. He quoted me a reasonable price to remove that plumbing completely and run a new frost hydrant with a proper shutoff valve from the basement. He was able to get the job done around our schedule so we didn't miss any time from work and thoroughly cleaned up after the job was complete.
